MarFishEco developed a structured assessment of Loughs Agency’s management framework for Atlantic salmon in the Foyle catchment to ensure continued biological relevance, scientific robustness, and alignment with contemporary international management standards.
This assessment undertook the following components:
- Evaluation of the existing management process, including derivation methodology of Conservation Limits (CL)/Management Targets (MT) from the Foyle Model, embedded assumptions and limitations within the Foyle Model, integration of CL/MTs into regulatory decision-making, and benchmarking against international best practice.
- Examination of the primary data streams (e.g., counter data, rod catch data, electrofishing survey data) to assess their reliability, consistency, and suitability for informing stock status and CL/MT derivation.
- Structured engagement with technical experts, providing an opportunity to test interpretations, contextualize findings, and identify future directions for improving scientific robustness and management effectiveness.
We identified where the current structure provided a good basis for spawning requirements and regulation, and identified structural limitations that may not fully reflect contemporary stock dynamics or adapt to changing ecological conditions.
In response to these findings, MarFishEco identified beneficial adjustments that could be made within the current system, including refinements to the Foyle Model and its application and a set out a broader suite of strategic recommendations designed to support the Loughs Agency in transitioning toward a more adaptive, precautionary, and scientifically robust management framework.
