Pacific Islands Regional Oceanscape Program – Second Phase for Economic Resilience (PROPER)
MFE was commissioned by the FSM government as project design consultants to work on The FSM Pacific Islands Regional Oceanscape Program – Second Phase for Economic Resilience (PROPER) project. This project is an initiative aiming to address challenges to ensure the sustainability of fisheries and marine habitats in the Federated States of Micronesia (FSM).
Key project highlights included:
Objective: The project aimed to enhance economic resilience through a proposed $26 million (USD) grant from the World Bank (IDA), focusing on challenges such as unsustainable fishing practices, weak institutional capacity, inadequate data management, limited market access, environmental degradation, and climate change impacts.
The project was divided into three key components:
- Oceanic Fisheries ($7.05 million): Maximizing the value of oceanic resources, enhancing fisheries management, and participation in fishery activities.
- Coastal Fisheries ($6.08 million): Strengthening sustainable management, supporting economic development, and ensuring food security for coastal fisheries.
- Marine Habitats and Waste ($4.42 million): Addressing waste management challenges, protecting and restoring marine habitats to safeguard fisheries productivity.
Citizen Engagement: The project emphasized stakeholder involvement through extensive consultations, incorporating their inputs and perspectives, and promoting gender equality with a dedicated Gender Strategy.
Climate Considerations: Aligned with climate co-benefits, the project aims to build resilience and adaptability within the fisheries sector to mitigate climate change impacts.
The FSM PROPER project, with its comprehensive approach, strategic alignment, and strong feasibility, is poised to strengthen institutional capacity, governance, and sustainable management practices, contributing to a prosperous and sustainable future for the FSM fisheries sector and Micronesia as a whole.
