Rapid Evaluation of the 6 Front-runner Fisheries Management Plans (FMPs)
The formulation of FMPs for English and Welsh waters provides a unique opportunity to develop a robust roadmap for the future development and management of the UK fishing industry.
Based on the requirements of the Joint Fisheries Statement (JFS), which has been collaboratively produced by UK fisheries policy authorities, each FMP has been developed in consideration of 8 overarching fisheries policy objectives pertaining to: sustainability, the precautionary approach, ecosystems, scientific evidence, bycatch, equal access, national benefit, and climate change. The aim of the FMPs is to enable the sustainable management of stocks and their protection for now and in the long term, whilst also taking into consideration wider fisheries management issues covering environmental, social and economic concerns. An inherent component of the JFS vision is that industry should be encouraged to play a greater role in contributing to fisheries management and co-designing future policy, enabling fishers to participate more meaningfully in their own future and the sustainable management of the stocks upon which they rely.
MFE was commissioned by the OEP to produce a high-level summary report covering general considerations / gaps and improvements to be made to the front-runner FMPs. In this report MFE clearly responded to the FMP summary outlined to help align with OEP’s potential messaging and department plans to respond to the FMP consultations.
The objective of this document was to provide an evidence-based assessment of the suitability and quality of these frontrunner FMPs to assist with consideration of how best to advise and advance these plans toward meaningful implementation.
